
Bachelor’s Degree in Economics and Commercial Engineering (Universidad Católica de Chile), Master of Arts, Development Economics and PhD in Economics (Boston University, Massachusetts). Dr. Morales has designed methods to estimate the costs of extralegality generating regulations and the net benefits of institutional reform programs. As an IDB specialist he designed methods to estimate the distributive impact of investment on manufacture and drinkable water projects. As a World Bank consultant he has worked with the Peruvian Ministry of Economy and Finance in the establishment of an investment office that applied criteria of economic efficiency and distributive equality in the analysis of public investment.
